In 1990, Pars Telephone Company won a tender to supply 5,000 credit public telephones from Tehran Telecommunication Company and for the first time joined one of the largest and most prominent Italian public telephone manufacturer (URMET).
Due to the increasing growth of fixed telephones and the lack of copper networks, the company started the project (PAIR GAIN). Increasing the capacity of a pair of copper wires for 11 fixed lines using the ADPCM method, this project was carried out with the participation of a Hungarian company called 77Elektronika.
In 2000, in order to strengthen and improve the quality of services, Huawei became one of the company's business partners and technology transfer.
